Background: Ball’s Bluff National Cemetery was established in 1865 on a half-acre parcel of land donated after the Civil War, with formal ownership confirmed by a quitclaim deed in 1904. The cemetery contains the remains of 54 Union soldiers who died in the October 21, 1861, Battle of Ball’s Bluff, interred in 25 graves, with only one—James Allen of the 15th Massachusetts Infantry—identified by name. The cemetery is enclosed by a brick wall and never requires a superintendent due to its small size. Efforts since the 1950s to relocate the remains to Culpeper National Cemetery have been stopped by public opposition and congressional action.
