Background: Hampton National Cemetery originated during the Civil War when Union dead from nearby hospitals at Fort Monroe were interred in a burial ground established in 1862. Officially designated a U.S. National Cemetery in 1866, the original tract soon filled with thousands of soldiers who had died in the region’s military hospitals and battlefields. To accommodate additional burials, the federal government acquired a separate parcel about a mile and a half northeast of the original grounds in 1891, creating what became known as the Phoebus Addition—named for its location near the town of Phoebus, Virginia. Enclosed by a brick wall and later expanded in 1894 and 1934, the Phoebus Addition provided the cemetery with much-needed space and eventually became the resting place of more than 55 German and five Italian prisoners of war from World War II, among many others.
