Background: Culpeper National Cemetery was established in 1867 as part of the federal government’s post–Civil War effort to recover and reinter Union soldiers scattered across battlefields and hospital sites throughout the region. The original six-acre cemetery was purchased from Edward B. Hill for $1,400, and by 1872 a Second Empire–style caretaker’s lodge designed by Quartermaster General Montgomery C. Meigs was built, followed by a brick wall, flagstaff, and tool house. The cemetery was improved through Depression-era programs in the 1930s, including realignment of headstones and construction of new service buildings. Closed to new burials in 1972, the cemetery was transferred to the Veterans Administration in 1973, expanded through donations and acquisitions in the 1970s, and reopened in 1978 with the addition of an "Annex" on E Chandler St.
