Background: Andrew Johnson National Cemetery originated as the private burial site of President Andrew Johnson upon his death in 1875 at his beloved Signal Hill, later dubbed Monument Hill. His daughter, Margaret Johnson Patterson, willed the land to the federal government in 1901 to preserve it. In 1906, Congress formally designated the area as a National Cemetery, and by 1908 the War Department assumed jurisdiction. When the National Park Service took over in 1942, it initially halted all further burials, but thanks to advocacy by groups like the DAR and American Legion, the cemetery reopened for veteran interments by 1946. It remained one of only two active national cemeteries under NPS administration, alongside Andersonville, continuing to accept burials until its closure to new interments in 2019.
