Background: Prospect Hill Cemetery was founded in 1849 when the Pennsylvania Legislature chartered the First Reformed Church, authorizing it to create the public cemetery at 700 North George Street in York, PA. The first burial occurred in 1851, marking the beginning of what would become the area's largest and oldest cemetery.
As part of the Victorian rural cemetery movement, Prospect Hill was designed as landscaped "green space" outside industrial cities. The cemetery soon became the final resting place for prominent figures, including Declaration of Independence signer Philip Livingston, whose remains were re-interred from other local cemeteries.
Following the Civil War, citizens commissioned sculptor Martin Milmore to create a soldiers' monument, erected in 1874. Today, the cemetery spans over 100 acres with more than 90,000 interments.
