Background: Located six miles northwest of Salem, NJ, Finn's Point National Cemetery originated from land purchased by the United States for constructing Finn's Point Battery to protect Philadelphia's port. By 1863, the site increasingly served as a burial ground for Confederate prisoners of war who died at Fort Delaware.

Fort Delaware, built in 1847 on Pea Patch Island, became a major Civil War prison facility. From April 1862 to January 1866, approximately 22,773 men were imprisoned there, with an estimated 2,502 deaths. Confederate remains were transported across the river to Finn's Point for burial.

Following Virginia Governor James L. Kemper's 1875 concerns about neglected graves, Finn's Point was officially declared a national cemetery on October 3, 1875, becoming the final resting place for both Union and Confederate soldiers.
