Maine's European settlement began with the first French settlement on St. Croix Island in 1604 by Pierre du Guast and Samuel de Champlain, followed by the first English settlement at Popham in 1607. Primary early settlers included English colonists, French Acadians, and later immigrants of English and Scottish-Canadian stock from the Maritime Provinces.

Originally controlled by the Plymouth Company and later Massachusetts Bay Colony, the region was known as the District of Maine. When Massachusetts adopted its state constitution in 1780, it created the District of Maine to manage its northernmost counties. Following the Revolution, frontier settlers who resented being ruled from Boston pressed for separation from Massachusetts, with the War of 1812 showing that Massachusetts was unable to provide adequate protection.

Congress established Maine as the 23rd state under the Missouri Compromise of 1820, allowing Maine to enter as a free state while Missouri entered as a slave state.
