Background: El Toro Memorial Park began its life in 1896 under the auspices of the El Toro Land and Water Company, which sold cemetery plots to stockholders as part of a larger development plan. The first recorded burial there was that of 20-year-old Maude Simmons. As the decades passed the grounds fell into neglect until in 1927 the site was sold to Orange County Cemetery District #1 for the symbolic sum of ten dollars. In 1983 the cemetery’s name was officially changed to El Toro Memorial Park, and now serves as the headquarters of the Orange County Cemetery District.
