This cemetery is situated in the southeast corner of the oblique rectangle of land which used to all be the Highview Cemetery. It abuts the county cemetery on the west side and the Nanuet Cemetery on the north. View map.

This cemetery is owned by Saint Paul Lutheran Church, 323 S Main St, New City NY. Originally the area was larger. It was established about 1827 by the True Reformed Church, then called the Evangelical Lutheran Church. but over time one section of the land owned by the church was sold to Rockland County for a County Cemetery for the indigent. Another was sold to a private group for the Nanuet Cemetery.
